Programmes Activities In the Area Of Value EducatioN

Concerns felt in all echelons of the education system, about its role in promoting universal human values have resulted in affirmative action in this regard.  The Report of Parliamentary Standing Committee, on Human Resource Development, submitted to the Rajya Sabha and also laid on to the table of Lok Sabha has emphasized Value Education. NCERT, being the apex organisation in the area of school education, has been identified as the National Resource centre For Value Education with a view to promoting value orientation of school education at all levels, elementary, secondary,  senior secondary.  A core group on value education has been formed for the centre. The function of this Resource Centre are: to develop plans, programmes and activities for value orientation of school education.  This shall include developing approach and methodology of value education, at different levels, and identification of stakeholder and their involvement in the process through Networking.  Accordingly, the nature of work viz.research, development, training etc., to be taken up in the area, the gaps to be filled, and areas to be focussed upon have to be developed.  Second function of Resource Centre involves developing strategies for implementing the plans and programmes developed.  These strategies will emerge out of the methodology of value education adopted, such as, raising consciousness of key resource persons viz.teachers parents, etc.  and enhancing their competence and reorienting total school system including in-service training of teachers and teacher educators, developing reading material for students, teachers, parents   and      community etc. In order to make available reading material for all levels of education work is being commissioned to  outside   NCERT   professionals also who have attained excellence in their respective area.  Third function of Resource centre involves making available as well as generation of reading, audio video materials for different target groups involved in value education. Fourth function relates to documentation and dissemination of information relating to programmes and activities taken up by the Resource Centre and other organizations working in the area of Value Education.

The group has been meeting regularly from time to time.  Resource Centre has generated a number of programmes which have been initiated and some more programmes are being planned.  The library of materials purchased from different institutions working in the area of Value Education  being maintained in the NRCVE contains a wide variety of literature approximately, 500 books reference material produced by NGO’s, individuals and publishers has been procured for the centre.  Some literature on the teaching of values under various religions like Hinduism, Islam, Sikhism, Christianity, Buddhism and Jainism etc.  through religious lessons and pictorial stories form part of the collection.  Some audio-video material has also been procured.  The Council has also approached various universities, educational institutions and N.G.Os for procuring the material on value education.  The Council is already receiving a lot of material on value education from a number of institutions and organizations. Though NCERT and its constituents are planning and implementing programmes and activities in the area of Value Education, in view of the enormous task and its urgency, it was decided to commission work out side NCERT and to collaborate with national and international level agencies for promotion of Universal Human Values.  In this connection, a National Seminar on Value Education is being organized by the DEPFE to provide a forum for exchange  of information and focus attention on relevant issues.  About 30-35 eminent persons shall be requested to present their papers.  About 100 participants from different systems of school education, NGO’s international agencies and organization concerned with value orientation of education are likely to attend it.  It shall involve a budget of about five lakh.

INVOLVEMENT OF STAKEHOLDERS

Networking of the Institutions/Working in the Area of  Value Education (DEPFE)

This programme was proposed with a view to develop linkages within and outside NCERT to promote exchange of information, ideas  and synergy of efforts for value orientation of education.  A standard computerized proforma was prepared for collection of information from various organizations after thorough review of organizations working in the area of networking at the international level.  An in-house meeting of the faculty members was organized to review the proforma, to elicit of information from various organizations working in the area of education in human values is going on.  550 organizations working in different areas of values have been identified 250 have already responded.  A database of 250 organizations has already been developed and is being updated.  Downloading information from Internet about various major organizations working for values is being done.  National consultation for taking up further activities is being planned in October 2000.  The programme will continue till 2003. A lecture series on ‘Education in Human Values’ is being initiated. Eminent educational philosopher and teachers are being invited to lecture which will be subsequently printed (DEPFE).

TOWARDS DEVELOPING SCHEMATIC FRAMEWORK FOR EDUCATION IN HUMAN VALUES (EHV)

  • Development of Framework on Value Education DEPFE).
    This project aims at developing a framework specifying the approach and methodology of value education programmes and activities at different levels of educations namely elementary, secondary and senior secondary.  It shall include the role of teacher, teacher educators, parents, community and media, and shall provide guidelines for implementing the strategies, developing reading material and undertaking research.
  • Development of methodology for Value Education at primary and secondary     level (RIE, Bhubaneswar).
    This programme has been initiated with a view to identify values to be inculcated; strategies to be adopted for their inculcation; techniques for teacher training  for value inculcation; and identify the training inputs and strategies for value inculcation through pre  service and in service programme of teacher education.  developing methodology for Value Education at pre-primary, primary and secondary level.
  • Conceptualizing the Value of Compassion and Developing Educational Material for  School
    DEPEE)
    It is proposed to develop a write up on the multi disciplinary anatomy of compassion .  Guidelines and exemplar educational material to be used by teachers and parents for nurturing value of compassion will be prepared.
  • Development of Guidelines and Exemplar Material for Teachers to Nurture value of Excellence in Children (DEPEE).
    This programme proposes to develop conceptual framework for development of value of excellence" among children.  Based on the framework the guidelines and exemplar material shall be developed for teachers to nurture value of excellence among students.
  • Spirituality in Counseling, Developing a Framework DEPEE)
    This programmes has been initiated with a view to develop a framework of the value of spirituality especially in counseling context.  A write up based on researches and literature in the area shall be brought out.
  • Towards Affective Development Building a perspective for training of teacher  educators.
    This programme aims at developing a (DEPFE) framework for affective development which shall be used for training of teacher educators
MULTI CENTRIC STUDIES ON EHV  

ERIC financed researches will be initiated in some centres on Human values with implications for education.

          

ANALYSIS OF EXISTING PROGRAMMES, RELIGIOUS AND TEXTUAL MATERIAL ON EHV.

A study of Satya Sai Education in Human Values' Programme for Psycho- spiritual Development of Children.

This study aims at examining the different aspects of the programmes to draw implications for classroom practices, teacher education,and curriculum and textbooks.

Education for Human Values: Developing Material for Children Through Parables and Stories in Sikhism DEPFE)

This programme aims at identifying parables and stories on EHV in Sikh literature and bring out in the form of a book.

Development of Reading Material for Children Through Stories and Parables of Jainism (DEPFE).

This project aims at identify stories and parables in Janism and compile reading material for children.

Analysis of Teaching-Learning-Material (TLMS) of Senior Secondary Stage (science/language) and Preparation of Instructional Material     Leading Inculcation of Values through Conservation of Natural Resources with Reference to Fundamental duty 51 (g) and Agenda 21.(RIE Bhopal)

This programmes aims at analyzing the (TLMS) materials for revealing the values included in them and also prepare material for inculcation of values relevant for conservation of natural resources.  A conceptual paper shall be developed to highlight relevant issues and researches already taken up in the area.

Identification of Values Embedded in Secondary Science Textbooks. (RIE Ajmer)

The programmes aims at analysis of the text books using content analysis procedures to identify value inculcated in them.

Analysis of Environment Related Values in Biology Textbooks at +2 Level. (RIE, Ajmer)

The programme aims at analysis of biology textbooks to identify the environment related values included in them, using content analysis procedures .

Evolving Innovative Strategies for the Development of Environmental Values among Children (RIE, Mysore)

This programme aims at analyzing the prevailing practices for value education in a cluster of schools from any one system.

 

REORIENTING SCHOOL SYSTEM FOR EHV CURRICULAR INITIATIVE

National curriculum framework for school education (NCERT).

A discussion document has been brought out by NCERT which focuses on attainment of constitutional goals in regard to values and enhancement of the desirable core of universal values.

A Book on Lesson Plans (RIE, Mysore) .

The book shall contain 10-12 lesson plans which will highlight the value component of the lesson content.  Innovative Co-curricular Strategies

Promoting experiential value education among children.(DEE) .

The programme aims at organizing community singing in different languages to develop values through music and poetry.  National integration camps are being organised.  A book 'Aao Mil Kar Gayen' has been brought out.

Organising School Library for Inculcating Reading Habits (DLDI) .

"Sarva Dharma Prarthana" (DEE) .

A book based on the "prarthana' used in different religions is being compiled.    Prarthana from several religions has already been collected ,Development of a Package on Various School Activities to Promote National Social and Moral values (RIE, Mysore).

Organization of Co-curricular Activities in Adolescent Education and Human Sexuality (RIE, Mysore).

 Re-orienting Teacher Education and Training of Teachers Teacher Educators

Development Of Syllabus of  Value Education For teacher Training Programme (DTEE)

The programme proposes to develop a syllabus of value Education for pre-service / teacher education programme at secondary level.

M.Ed Programme for Teacher Educators Focuses on Value Education Issues (RIE,  Bhubaneswar).

Orientation Programme in the Methodology of Value Education for Teacher Educators (DTEE).

The objective is to include strategies of value inculcation in teacher training curriculum especially the value clarification strategies.

Development of a Training Package for Teacher Educators on Value Education Strategies(RIE Mysore)

The programme aims at preparing training modules on value education and equipping resources persons, to empower primary     school teachers with concepts and methodology of inculcating values.

Development of a Training Package on Value Education for DIET Faculty to Train Primary School Teachers (RIE Bhubaneswar). The programme shall make available package on value education strategies for leader educators.

National Seminar on Teacher Education for Value Inculcation. (RIE Bhopal). Seminar shall be organized in the Year 2000-2001. Prominent NGOs and eminent person working in the area of value education   will be invited to develop and present papers.

Training Programme for DIET and SCERT's on EHV.

Self - learning material for teacher educators has been developed (DTEE).A module on education for Human Rights has been included in the first volume.  The modules in this volume create awareness on values of equality, freedom, dignity etc.  A number of strategies to be used in school are discussed.  Volume II includes material for promotion of professional ethics including democratic values, accountability and commitment.  Volume III contains strategies for development of Fundamental Duties among children.

Self Instructional Package for Orientation of Primary School Teachers(DTEE).The package contains a module on Value Education.  The module highlights the method of value inculcation.  The values enshrined in the constitution, and science related values have been mentioned.  Values have been integrated with the role of teachers for gender and special need groups and also content areas.  Other modules in the package such as Art Education, Work Experience and Health Education are also loaded with values.

Self - learning package for training of Teacher Educators on Peace Education. (DTEE)
Material on values of Human rights, International Understanding, Equality, Cooperation and Justice shall be included in the package.  

Training Programme on Methodology of Women's Education and  Development (DWS).
Programme has been taken up for preparing key personnel in the  methodology of Women's Education and Development.  

Teachers

Development of Handbook for Secondary School Teachers for inculcation of Certain Values among children. (RIE Bhopal)

The programme aims at making available a strategies and activities for inculcating  values among secondary school children.  


Development of School and Classroom based Activities to inculcate National, Social  and Moral Values. (RIE Mysore)
Programmes shall make available package on value education strategies for teacher educators.

Development of a Package on Various School Activities to Promote National, Social  and Values (RIE, Mysore)*

Preparation of Guidelines and Module for In-service Training of Teachers Teaching - Students Belonging to Socially Disadvantaged Groups (DESGN).
The objective of this programme is to bring about improvement in teaching learning strategies for SC/ST and minority education.

Development of Training Package (DEGSN) for Primary School Teachers Teaching Learning Disabled Children DEGSN).

This programme aims at developing among teacher’s competencies for identification and need assessment of learning disabled children in the classrooms.  

Identification of Attitudinal Issues Among Teachers Towards SC Children (DESGN).
This programmes aims at identification of the socio cultural milieu of the SC communities and nature of teacher pupil interaction.

Inculcation of Values Among School Children by Teachers: A monograph (DEPFE).
A monograph highlighting the characteristic and  values of great teachers will be prepared having implications for teacher’s conduct and teaching learning process.  

Development of Reading Material for inculcating values among teachers (DEPFE).
The objective of this programme is to prepare supplementary reading material inculcating values among teachers.  

A sensitization Module to Transmit Values Through Teaching-Learning Processes will be Developed (DPSEE). The module addressed to teachers shall be used for pre-service and in-service training of teachers through DIET faculty

Two Years B.Ed Programme Introduces Value Education issues in pedagogy paper and in training transaction strategies (RIE, Bhubaneswar).

Five year B.Sc., B.Ed. B.A. courses highlight value education issues in the course (RIE, Bhubaneswar).

COUNSELLORS TRAINING

 
Development of resource material - Training of school counselors on Value Education. (DEPFE).

The objective of this programme is to develop resource material for the training of school counselors for value inculcation  among students and to plan modalities for enrichment of counselors on Value Education.

International Programme in Guidance and Counselling shall have inputs on Value Education. (DEPFE) .

Nine months Diploma course in Guidance & Counselling focuses on Values (RIE, Bhubaneswar).

OUT OF SCHOOL INFLUENCE

 

State Level Workshops on Gender Sensitive Life Skills Approach to Curriculum Transaction at the School Stage (DWS).

Programme will target parents and teacher to introduce approach to introduce gender sensitive life skills curriculum transaction which focuses on development of gender sensitivity, and introduce quality living.

Gender Equality and Quality in Primary Education Training/Orientation of Village Education Committee Members and Anganwadi Workers (DWS).
Programme focuses on values of gender and quality of environment in classroom interaction.  

SUPPLEMENTARY READING MATERIAL

Reading material for value inculcation in children is being developed.(DEPFE).

A book on Education for Human Values for class VI has been written.  The book contains 10 to 12 stories which attempt at communicating communicate universal values of Love, Friendship, Tolerance, Sharing, Helping, Avoiding gender and religious bias etc.

Data Bank on Women’s Education and Development DWS).Based on the fieldwork a monograph shall be developed on education and status of women.

Groups With Special Need Education for Women’s and Girls.

Consultative Meeting to Review the Progress of Girl’s Education During the SAARC of the Girl Child (DWS)
Department of Women Studies was designated as nodal agency for promoting education of girls and women during SAARC decade.    Meeting of experts and educator will be held to draw plan of action in coming decade.

Training programme on Methodology of Women’s Education and Development. Programme has been taken up for preparing key personnel in methodology of women’s education and development.

      Non-Formal and Alternative Schooling

 

Revision of Aundeshak Sandarshika-A training Manual for NFE.  Instructor at Primary Stage (DEE).
This programme has been taken up to identify short comings of the training manual developed earlier for the NFE instructors and teachers and to training material.  The training manual shall focus on issues relating to value education.

 

Development of Training Package in Hindi for NFE Instructors at Upper primary  Stage (DEE).
The objective of this programme is to develop training package in Hindi for NFE instructors/teachers.  The training package also deals with the inculcation of relevant values among instructors. The programme will be taken up from April 2000 to March 2002.

 

Development of Training Package in Mathematics for NFE Instructors at Upper Primary stage (DEE).
The programme aims at developing suitable training package in mathematics for NFE instructors and teachers. The programme shall attempt to include values relevant to mathematics in the manual.

 

Development of Training Package in Science for NFE Instructors at Upper Primary Stage (DEE).
The programme aims at developing suitable training package in science for NFE instructors and teachers .  The programme shall attempt to include values relevant to science in the manual.

 

Development of Training package in Social Studies for NFE Instructors at Upper Primary Stage (DEE).
The programme aims at developing suitable training package in social Study for NFE instructors and teachers. The programme shall attempt to include values relevant to social studies in the manual.

 

Learner Specific material for Street and Working Children (DEE).
The programme aims to develop learning material for Street and Working Children to learn basic life skills.

 

A Status Study of NFE & Alternative Schooling Curriculum (DEE).
This programme aims at critical analysis and review of curriculum in states.  The analysis will also be carried out from value inculcation point of view.  The programme will taken up during April 2000 to March 2001.

 

Interventional Strategies For Alternative Schooling of Rehabilitated Children (DEE).
The progamme shall introduce value based intervention strategies in the Alternative Schooling (AS) of the rehabilitated children.

 

Capacity Building of State Level Resource Institutions of Western And Northern Regions in NFE & AS (DEE).      The programme shall attempt to develop value orientation capabilities in the key resource persons working in the state level the resource institutions involved with NFE and A.S.

 

Resource Development of Voluntary Agencies in NFE & AS DEE).
The programme shall orient the Key Resource Persons the working in the voluntary agencies associated with NFE & AS,  in value inculcation among children, beside the content and methodology of teaching.
 

 

Conference of Directors of Government Institutions on the Implementing NFE & AS programmes (DEE).
The conference shall aim at disseminating the initiatives regarding the value orientation of education by MHRD besides the other prescheduled concerns.

 

Resource Support to States and Voluntary Agencies in the Field of NFE & AS Extension.
This programme shall also provide consultancy regarding value issues relevant for NFE and AS to voluntary agencies.  

 

TOWARDS ASSESSING OUTCOME OF EHV

 
Development and implementation of School Based Assessment System (DEME).
This programme attempts to make available comprehensive scheme for evaluation of scholastic and affective outcomes of school education besides the diagnosis and remediation of problems.

 

Capacity Building of SCERTs in Educational Evaluation DEME).

This programme is aimed at improving the evaluation procedures and training of key persons for evaluation of not only cognitive but also affective outcomes.
